When this is resolved and no issues with all DCs, FRS would be migrated to DFSR... SB-2 has no SYSVOL share as its waiting for replication so that it cancreate it and become a DC. I've already went through and made sure everything was cleaned up properly (did it again just for safety sake though). Removing this flag / the deny ACL, then restarting NTFRSservice will suddenly kick FRS into life. his comment is here

I have not seen the link before... unable to connect to the NETLOGIN share! then paste the contents of FRS-DS config log into this thread. The FRS technical reference has a good diagram on how FRS objects and attributes are glued together in AD.
